Windows server 2019 slow performance

Creating a Windows Server 2019 VM for an application server. vSphere 6.7. In the past our department has never given a lot of thought to server optimization for vm's, as they do not come with all the baggage that desktop OS do, and they have always been fine. There is not even that much documentation about server optimization, not like Windows ...We often have to reboot them during production when this happens. When we look at performance counters we see less than 50% cpu utilization and less than 50% memory utilized. I'll use one machine as an example, it has 24 Cores (intel) and 32 GB of RAM. Disk is Raid 10 400GB 10k SAS (4 disks).
